Newtek International, since its inception in 1993, has been progressive in providing support for our clients. Through prime and subcontracting experience, Newtek has successfully built a portfolio of competencies across numerous technology platforms. Below is a sample of our current and past experiences in the prime and subcontractor function in support of our client’s needs.
Department of Defense:
U.S. Army Office of Small and Disadvantaged Business Utilization (OSADBU) - The services Newtek provided are related to the mission critical objectives of the Army’s (OSADBU) commitment to expanding the industrial base through small businesses to support the “War Fighter”. Essential to this effort is the timely provision of information to all relevant stakeholders (external/internal). In order to accomplish timely dispensation of information a web-portal was developed with e-learning capability supplemented by staff responding to inquiries through telephone, e-mail and fax. This effort also includes technical, managerial and administrative support for a series of specialized procurement preference program areas like Women, Veteran Owned, HUBZone , Mentor protégé, 8(a)/SDB, and Historically Black Colleges and Universities (HBCU) programs.
Hazardous Materials Information System - To design and develop a two–tier client server architecture based Hazardous Materials Information System (HMIS); for the use by the Army, Navy and Airforce at various hazardous materials storage and handling locations. To develop HMIS using IE Methodology and IEF/ COMPOSER CASE Tool to run in HP-UNIX environment using ORACLE Database.
EEO Complaint Tracking System - Department of Army was required to develop an EEO Compliant Tracking and Resolution System to replace then current EEO portion of the (DCDPS) - Defense Contractor and Personnel Data System. DCDPS feeds the EEO database into two areas, AEP and Compliance reporting. The system was to be migrated from COBOL to Oracle platform with web implementation. The new system was developed, tested and migrated to DCPDS system located at San Antonio, Texas. This web enabled Oracle8 based system is being used by approximately fifty users in National Capitol Region.
Department of Commerce:
Human Resources Information System - Technical and Management Consultants for COTS evaluation of U.S. Patent and Trademark Office software for the Human Resources Information System. This system provides recruitment, time & attendance, performance appraisal management, training, employee benefits and payroll functions. Develop specific evaluation criteria to assess COTS applications for specific functional areas and determined COTS system compliance with evaluation criteria. Newtek’s approach included development of COTS system evaluation criteria in both functional and system support requirements. The evaluation criteria were to be developed using the current system specifications and additional requirements derived from user interviews.
Job Application Rating System (JARS) - is an automated version of U.S. Patent and Trademark Office’s personnel hiring process. It is aimed at streamlining the recruiting process by reducing the paper trail and the time required for the manual process. This application also enables potential candidates to access and submit employment applications over the internet. IEF / COMPOSER / COOLGEN Consulting Services. This work order was to support Information Engineering and Construction Support Services for JARS Project of U.S. Patent and Trademark Office.
Department of Education:
Central Automated Processing System (EDCAPS) - Newtek supports the Department of Education’s Central Automated Processing Systems (EDCAPS). EDCAPS is a centralized financial management system designed to integrate the Department of Education’s financial processes including financial management, contracts and purchasing, grants administration and payment management. The EDCAPS Technical Architecture included Compaq Alpha 8400 Turbo Laser servers, SUN Solaris and Windows 2000. UNIX operating systems with Oracle databases run on these servers. The EDCAPS applications are served from Windows 2000 servers. Newtek provides infrastructure support for the EDCAPS environment.
Department of Housing and Urban Development:
Management Assessment Subsystem (MASS) - MASS provides a comprehensive tool to better measure a PHA’s management operations performance. It provides PIH-REAC with a complete web-enabled, database to monitor, review, score and track a PHA’s management performance; Cold Fusion HTML, JavaScript Sybase database running under Sun Solaris operating environment. The MASS subsystem handles over 3,000 PHA management operations certification submissions annually. System inputs: management operations reporting and certification data; system outputs: management operations certification data, an approved MASS score for the MASS indicator, PIH-REAC MASS Management Reports: Life Cycle Transaction Report, MASS Quarterly Production Report, MASS Average Score Report, MASS Monthly Report, rejected submissions/resubmissions for the PHAs.Newtek provides project management support and oversight for the full Software Development Life Cycle (SDLC). This includes, but is not limited to: project initiation, requirements definition, system definition, development, unit/system/user/integration/verification testing, installation and deployment, and post deployment maintenance support. The MASS project coordinates with FASS, RASS, QASS, PASS-PH projects for full code and process integration. The coordination of all these systems reaches a high point when all data reach the NASS system.
Title I Insurance and Claims System (TIIS/F72) - Newtek International has been contracted to provide functional system and process improvement to the TIIS/F72 system. The principal objectives of the effort are: 1) Assess current functionality of TIIS/F72, 2) Design modifications to current TIIS/F72, 3) Create documentation and/or update current documentation for TIIS/F72, 4) Build software changes for TIIS/F72, 5) Test changes on TIIS/F72, 6) Implement changes or enhancements on TIIS/F72, 7) Provide maintenance for TIIS/F72, 8) Provide project management support for TIIS/F72, 9) Provide future development activities support for TIIS/F72.
Bellsouth Communications:
Geographical Integrated Marketing Information System - A System Optimization Study and partial re-design effort of the Geographical Integrated Marketing Information (GIMI) System. This large DB/2 database system is the backbone of BellSouth marketing intelligence and ran on 12 different IBM mainframes MVS/DB2/IMS-DC environment. Newtek’s scope of work included setting up new DB/2 database tables and TSO/ISPF libraries for system prototyping and testing. System modification and benchmark study in the new environment. Development using IE methodology and IEF/ COMPOSER Case Tool. Develop migration procedures and schedules for 12 different production sites. Develop and test database backup and recovery procedures before any changes were made to the production database and environment.
